There are probably better people to answer the question but afaik certain actions (and missions) give you criminal points - too many and you become a wanted criminal with its restrictions - and the criminal points decay a bit

Now as for the original question, Idk man, mercenary is fun once you reach tier 2 or still tier 3 maybe even 4, mercenary status is the quickest best way to make money while also leveling most of your character skills, you join whatever faction is in war with a faction you don`t mind screwing with and also have a lot of prosperity so you can go Nope but if you go to war with the faction that owns the city your workshop is in then poof you lost it. Make sure you have at least 1 focus point assigned to the Steward skill in the early game, unless of course your character starts with some learning rate already.
